David Bluckett MP will consider the current Government's localist agenda and Councillor Richard Kemp will discuss his own ideas about local parliaments. The panel will be chaired by David Walker, former editor of the Guardian's "Public" magazine and current managing director of communications and public reporting with the Audit Commission.
